Given the US long history gathering intelligence on drug cartels, I strongly suspect that drug traffickers were on that boat. Prolly not fisherman or tourists out in the middle of the ocean speeding along with cargo. They were probably tracked from their departure point with satellites and drones. I doubt there were fishing rods on board that boat.

It appears to have been timed with Rubio's trip to meet Sheinbaum. The subtext being..."we're serious about this."
