Tariffs sound better than taxes and it puts the blame on others, not the imposing government. The results are the same, the consumer pays the price. It is actually worse than a tax, tariffs are added into the cost and a percentage of profit put on that item goes to fatten the bottom line of the retailer, then a sales tax goes on top of it all. The consume gets skinned again.

It depends on what the consumer consumes.
It is a govt imposed levy which is a tax by definition.

But the purpose for it, is to channel local money into the purchase of goods that are not tariffed.
If a tax falls in the forest and no one pays it...

And I realize that there is going to be all sorts of bleed from feeder chains with ramifications and unintended consequences, likely undesired consequences...BUT it will be good to see what some of those actually are and what the overall net gain or net loss is.
