Back on page 2 of this thread I posted a quote from the BMI FAQ page which states there license does not give you the right to play songs from the other two US PROs, you must get separate licenses. There are however reciprocal arrangements with foreign PROs so that, for example, an APRA license could allow you to play BMI songs down under and a BMI license would allow you to play APRA songs stateside.
