Don't jump to any conclusions about Kimberly Cheatle (current head of the Secret Service). She's really not the "head" of anything. The closer you get to the top, the more cut-throat your occupation becomes... The real "head" tends to surround his/her self with scapegoats. I'm sure Kimberly is really pissed at her boss right about now.
