As I remember the Alito decision, it was that votes had to be segregated because the Penna SC made a ruling regarding mail in ballots to preserve the rights of voters in the face of the pandemic

...So SCOTUS ruled votes should be segregated should the need for further action arise. There was no ruling on the validity of the Penna SC decision...
