When the traffic police make an arrest, they don't stop (arrest)traffic. To me, it meant the memory police would put him in jail and he would be imprisoned by and with his memories. Isn't it funny how one line can mean so many things to so many people?
This is like that picture of the vase. Until someone says its really two people facing each other and then you see THAT! I can see that interpretation now and it makes sense within the context of the song. I wonder why it didn't occur to me the first time. Maybe it's because of the impersonal way the line is written. Had it been something like "the memory police from arresting him" it would have been obvious.  Scott
