Yeah, the French do seem to be pretty hardcore when it comes to copyright. They were also pushing for the EU to adopt a three strikes law (get caught downloading something illegally three times and your internet connection will be shut down permanently).
As for live music, in the Netherlands our PRO (indeed, Buma/Stemra) charges 7% of what is paid to the artists. A lot of venues, in particular the smaller ones, don't pay the artists hence they also don't pay the PRO...
