Confederation is the dumbest word to use, but considering the source.
A confederation is a loose alliance of sovereign states or regional governments that delegate limited, specific powers to a weak central authority, usually for common defense or trade. Unlike federations, members retain ultimate sovereignty and the power to withdraw. Key characteristics include shared, limited goals, a weak central government, and high member autonomy.
