First off; congratulations on the win!

It certainly reads like they can do anything they want with your song - including licensing it (unless there are limitation clauses not included in # 5 & 7).

If the prize is $50,000, I'd go for it. If it is a year subscription to Billboard magazine, I'd tell them to shove it.

Signing the rights of your song over to them could jeopardize any future prospects with this song. Probably best to contact them and find out what it all means. It may be just their standard release agreement to protect them from possible lawsuits.
