Really we're talking about limitations.
You say tone deaf people can't learn to sing, they hear you, they believe that too... hence they are silenced.
But some of the most lovely voices I have ever heard are the ones that have been hidden away by the limitation of 'not being good enough' or 'not being capable'. With time, and new thinking, and support, you remove the limiation... and you are stunned by the beauty of the natural voice, freed from constraints.
