I believe anyone can learn to sing. They may not have as much natural singing talent as others or those who seem to pop out of the womb singing, but anyone with proper training and a lot of practice can be a very decent singer.
I think anyone can be a "good singer".
Great singers, however, thats kinda where that extra special something comes in.
