Hi James! I've heard of Limelight before and I almost used it to release my own cover of a Kate Bush b-side last year. I however didn't want to pay the fees because I wasn't sure if I would even sell enough copies of the song to even cover the cost, so I didn't release it. About a year and a half before I heard of Limelight, I simply registered my cover (for a different song; a French song actually!) with the Harry Fox Agency here in the US. You can visit their Songfile page at http://www.harryfox.com/public/songfile.jsp . I think I paid about $40 for 500 copies of the song, if I remember correctly. It's been a while.
