They're all around.. check out the lyric and mp3 feedback boards, make some comments on stuff you admire. Get involved in discussions and get to know folks and make some friends. If you have talent (and in some cases even if you don't yet) you can usually find folks willing to give you a shot. But it isn't instant.. you need to get involved without asking for something and people will take an interest in you if you take an interest in them.
