You should know that there are plenty of people out there that will sell you a service, and deliver what they promise.
This comes under the heading, LET THE BUYER BEWARE. Before you spend oodles of money for a pipe dream be sure you are ready for it. My advice is to get a track record in your local area before you pay anyone to produce you and then ask plenty of questions and get references from the person so you can check it out before you leap.
