It could be one of several issues. One, it could be your tuner...low batteries could cause the wonkiness, or it could simply be broken. Another culprit is dead strings... yet another is that it is picking up vibrations from an adjacent string....which you can remedy by lightly "barring" the adjacent strings so they cannot vibrate.
