Which maketh no sense.
So, does that universal appeal for the smoking ban that is implied in your commentary about Ohio, exist nationwide? Aren't there some states that haven't raised taxes yet, or do we need to visit a reservation to get our smokes?
As for the bars, I suspect that the owners of the places had at least some idea of what they were doing, so that's on them.
And, last but not least, the people themselves refused to honor their promises?!?!
Most people who drink, also smoke, why don't these whiny little non-smokers invest their money, pool it together, and open their very own smoke-free bars that suit them, with their own money?
That's what the smokers had to do if they wanted to open up a bar.
