Stupid Mom should call Visa. Get her money back and let them sort it out (it's part of their service, after all). Can't say I've ever heard of the service before, but going by their site I wouldn't have parted with $600 to acquire their services... (I would add them to my blacklist, though)

Run away from anyone who says different.
I use a number of agents and each one ONLY gets paid commission from income THEY generate.

but hopefully you can kill the bill by calling visa and the bank....are your kids under 18? minors cant sign contracts like that without parents approval.....
