It is obviously the US government. There is no other rational option. It is to see how people will react when they start filling the skies with that crap.
If it were not the US Gov, they would blow them out of the skies. If it were "aliens" they wouldn't just be in the US and UK (near US bases) in just a small number of places. If it was another country, they'd be shot down. Of course what their real motive is, well, that isn't likely going to be "good" for any of us. Likely they are doing drills to control PEOPLE from perhaps rioting if they pull some bullshit before the next administration takes over. If that is the case, we are likely all F*d.

Yeah, it doesn't make sense, the only stupid thing is, if it's being allowed, with no explanation, what happens when some nut says hey, this is flying over my property I'm going to get my shotgun, and shoot it down.causing it to drop into somebody else's house, into businesses, into a power line, into the woods start a fire.
That's what allowing it to happen unexplained could cause .
Aliens wouldn't allow themselves to be so easily seen and destroyed. Another country would not be that bold.
