I just watched that Rebecca Black video. I don't get it. Why is that video so hated? Just looks like a typical teenager making music to me. It's not really my style but it seems like fairly typical pop music.
YouTube automatically closes comments now for any videos that are marked viewable for anyone (children included). You have to mark videos for adults to even allow comments on YouTube now. Basically because people can't be trusted to act like decent human beings on the internet, so they can't let kids see just anything that gets typed.
There is really no value to having comments on videos, in my opinion. Other than giving people a place to engage each other on the topic. Generally speaking, no matter what the content is, there is always someone who will hate something, especially if someone else loves it.
