CK,

You are in a dilemma that many lyricists only folks find themselves in. There are way more of you than there are music writers who don't also write lyrics to their own songs. It's best to keep honing your skills, learn from others and help them learn from you in exchange via critiques (you learn more about how to write well and how to identify and avoid problems critiquing others than having your stuff critiqued by the way as most people struggle identifying problems in their own material but easily see the same problem in the work of others). Meanwhile, network like crazy. Houston is enormous and has music for everyone on a regular basis. Go to local open mics and write lyrics while you watch artists and when you find one you like, approach them with supportive comments about specifics you like in their music and ask if they've ever co-written before and as a lyricists, you have a couple (never more than 3) that you think they'd do something cool with. It could be their voice (the hardest thing to find so it's really good to pursue good singers who sing covers as they aren't writers and if I was a lyricist only person, I'd jump on any cool vocalist you like to co-write with and once you have a singer on board, it is SOOOOO easy to find a guitarist or keyboard player who write music and would love to work with a good lyricist and singer. It worked great for the Grateful Dead and other bands through the ages.

If you write well and you're a cool person, you'll find people to work with quickly. And if you're really struggling to find someone after sincerely trying for a few months multiple times a week locally, then consider just creating a band, duo etc. where you bring the people together and you're the designated lyricist. Meanwhile you need to get an instrument and start practicing writing simply melodies for your songs. Even if you can't play piano, an electric keyboard makes it SUPER easy to compose a song with a few clicks and even single note melody lines. (you can do it with a laptop too). You never have to be in a band, but if you can sing (even if you can't sing) your melody over your lyric you'll find entry level bands or singer/guitarists etc. types to work with. Those are the most fun experiences you might ever have even if you think it isn't your cup of tea. Regardless, have fun, write write write and then rewrite, rewrite and rewrite and your talent will soar while you search for and find the right collaborator for you. And though of course you can do it over the internet, it would always be more fun to meet up with real live people face to face and work on songs.

Well, the above advice applies to everyone. And even the most pro writers I know (check out my interview with pro-LYRIC ONLY writer Dean Pitchford on the top of the general message board) they rewrite constantly no matter how great their success, so evaluating why a lyric may or may not appeal to others to find co-writers isn't always a bad thing. Few creators I have found who ever believe a work is truly the best it can ever be, though it is also very healthy to finish something and move on to more stuff, just don't substitute improving something so you can add quantity... like all advice, this is general for most people, your mileage may vary.
