to be interesting, be interested. there is one topic that is popular with everyone, and that topic is themselves. if you can honestly compliment someone or something about someone, do.
the compliment must be sincere. dont tell a toothlesss person they have a nice smile, but find something about them you can admire and tell them. even ugly people wear nice ties, nice shoes, interesting hats.
small talk can lead to bigger things. especially if you can sprinkle a few conversation openers in. if someone asks how are are you, don't just say 'ok' that pretty much ends the conversation.
add a hook they can use to continue the converstion like "pretty good I had a real nice lunch at olive garden a while ago"
then the person can talk about what they had for lunch, or whether they like olive garden, or that by far the best Italian food in town is fillinthatblank's bistro, or last year they went to italy.
or they may not, not all people are in the mood to talk a lot, or even in a good mood at all. don't feel bad if some people aren't friendly, if you are nice to people some of them will be nice to you.
it also helps to have something interesting yourself, like a pin, or ring (I get atelast 5 questions a week about my tigereye ring) or maybe an interesting login name like Spanky?
So how did you pick the name Spanky9 ? (and what happened to spanky 1 thru 8?) ;-)

One step at a time.
#1. Make sure what you do is interesting to other people. If you are an artist, perform continually, go where songwriters and artists congregate, and build a local following. Cincinatti has a lot of places that feature music and writers. You just have to find them. If you are not an artist and primarily a songwriter, the same applies. But you have to find artists.
#2. Always do what you can to help others. If someone you know is performing at a venue, bring people with you to eat and drink and support others. If you do it enough, people will support you.
#3. Have an online presence. Get to know people here and what they do.Again in order to have people interested in you, you first have to be interested in them.
#4. Always make sure whatever you do represents you well. If you have songs, make sure they are performed well. If they are recorded, make sure they are recorded well. Always expand what you do.
#5. Work with as many people as you can. Everyone has a vested interest in themselves. So you must be involved with other people in order to have them be involved with you.
#6. REPEAT ALL THE STEPS CONTINUALLY.
